ICF Consulting Group, Inc. Emergency Solutions Grant – Coronavirus (ESG-CV) Program Opportunities in Indianapolis, Indiana

Join our Homeless Services team! Be part of our team of experts who work to prevent and end homelessness in communities across the country.

We are seeking professionals who will support government agencies in California in managing federal grants for prevention and re-housing efforts associated with the COVID-19 pandemic. This is a fully remote position and does not require candidates to reside in the State of California.

As part of the growing Homeless Services practice area, the position requires budget and program experience with the Department of Housing and Urban Development’s Emergency Solutions Grants (ESG) program and willingness to learn and get up to speed quickly about HUD’s new Emergency Solutions Grant – Coronavirus (ESG-CV) program.

We are actively pursuing candidates for multiple positions with knowledge of homeless services, Coronavirus Aid, Relief, and Economic Security (CARES) Act, and ESG/ESG-CV funding and/or other similar federally funded programs.

Positions consist of the following:

Grant Manager

The Grant Manager will be managing, reviewing, analyzing, and evaluating grant program activities to ensure compliance with grant program requirements, including federal regulations governing federally funded programs. This includes the preparation of grant acceptance documents to formulating processes or procedures for implementation, and maintenance of files and databases necessary for preparing compliance and monitoring reports.​

Requirements:

Must have a Bachelor’s degree or higher education in Accounting, Business Management, Planning, Public Policy/Administration, Project Management, or similar area of study (equivalent work experience may also be accepted). 5+ years of experience in grants management or grant administration for federally funded programs, or comparable education and professional experience, is preferred.

Training and Technical Assistance Providers

The Training and Technical Assistance Provider will work remotely with ICF staff, subject matter experts, and other staff to assist the client and relevant agencies to provide training and technical assistance to ensure successful deployment of federal housing and community development funding included but not limited to ESG-CV.

Requirements:

Must have a Bachelor's Degree or higher in Planning, Public Policy/Administration, Government, Social Work, or related discipline (equivalent work experience may also be accepted). Demonstrated knowledge of and experience with design and implementation of policies, program models, and best practice strategies that seek to increase ability of a community to prevent and end homelessness. Experience with and commitment to improving community and/or organization capacity to serve marginalized populations especially Black, indigenous and people of color and/or to improve hiring and personnel related practices to attract and retain staff with lived expertise of homelessness is a plus. 5+ years of direct experience working in the homeless services sector with strong knowledge of adult learning principles, capacity building, and best practices in homelessness response program and system design is required. Experience with ESG/ESG-CV programs is a plus.
