Defense Finance and Accounting Service FINANCIAL SYSTEMS SPECIALIST in Indianapolis, Indiana

Summary Who may apply: Current, permanent DFAS-Indianapolis employees in the competitive service and current DFAS VRA employees (up to GS-11) in the local commuting area and eligible DoD PPP Military Spouse preference applicants. Responsibilities Provide operational support for finance systems at the Defense Finance and Accounting Service (DFAS) through systems analysis, systems modification, data management and enhanced business processes. Create and maintain program designs and specifications that address financial management requirement changes. Review operational capabilities and provide comments and recommendations for proposed changes to determine the best method for accomplishing the system change. Prepare System Change Requests and develop documentation required for configuration control board/configuration management information system overview. Establish conditions and requirements for projects, tests, and timetables, and oversee the testing of system changes and monitor the implementation of enhancements or new products. Advise and inform supervisors and senior managers on system issues, associated risks, functional impact, and data integrity. Requirements Conditions of Employment Qualifications To be considered for GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: demonstrating knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying and documenting financial system requirements; testing financial systems to ensure all functional requirements are met. (Examples of specialized experience include: providing maintenance and support for Excel and Access/VBA Applications; creating new applications utilizing Access, Excel, ACL, HTML, Java script, or Cognos; creating ad-hoc reports, as needed using Cognos, OLQs, Access queries, or Excel; and creating training materials and schedule training sessions.) To be considered for GS-12: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: demonstrating knowledge of automated systems design and processing principles, techniques, policies and regulations related to finance and accounting operations; identifying, documenting and recommending financial system requirements; recommending solutions to issues related to the integration of financial systems; and overseeing projects and teams to accomplish assignments, to include larger scale reviews, system changes, testing and implementation. (Examples of specialized experience include: providing maintenance and support for Excel and Access/VBA Applications; creating new applications utilizing Access, Excel, ACL, HTML, Java script, or Cognos; creating ad-hoc reports, as needed using Cognos, OLQs, Access queries, or Excel; and creating training materials and schedule training sessions; leading projects and gathering requirements for application updates and enhancements; providing general Tech Support to Users of current Access and Excel applications; and problem solving and finding errors in existing applications.) Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for GS-11, Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. To be considered for GS-12, Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. This announcement will be used to fill positions of GS-11 or GS-12 with a target grade of GS-12.The minimum salary for grade GS-11 is $65,190, the maximum salary is $84,752. The minimum salary for grade GS-12 is $78,136, the maximum salary is $101,581. Education GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
